Candidate Filing Information

Candidates for public office in Kansas may be nominated either by political party nomination or independent nomination.  Democratic and Republican candidates must run in the primary and may file either by fee or by petition.  Candidates of other recognized parties(currently, Libertarian) do not run in the primary, but are nominated for the general election by the party's caucus or convention.  Independent candidates do not run in the primary and may file for the general election only by petition.  All candidates must pay administrative fees to the Governmental Ethics Commission and to the Secretary of State, and all non-federal candidates must appoint treasurers and file periodic campaign finance reports

Advanced Voting

All Registered Voters are eligible to Advance Vote. Voters must complete an Application for an Advance Ballot and return it to the County Clerk's Office by either mail,  fax, email, or in person. Qualifications to obtain a Federal Service advance ballot for Military and Overseas Citizens can be found here.

Federal Services Voting

Overseas voting, or federal services voting, is available for military personnel and their dependents as well as civilians and their dependents living abroad. A voter must meet the criteria established by the federal Uniformed and Overseas Citizens Absentee Voting Act. Voters voting under the UOCAVA are exempt from Kansas' photo ID requirements under the SAFE Act. However, it is important to  note that overseas absentee voting is not the same as advance voting in Kansas. Registered voters in Kansas who do not qualify under the federal overseas voting rules may apply for an advance ballot(Español) in the county where they are registered and will be subject to the ID requirements.

Here are the steps for overseas voting:

  1. Submit a ballot application
    Send it to the county election office where your Kansas residence is. The application is the Federal Post Card Application, or FPCA. You may find your county election office contact information here. Your application remains effective for one calendar year.
  2. Obtain your ballot. 
    Ballots will be sent out starting 45 days before an election to all voters with an active FPCA on file. You will choose your preferred method of ballot delivery U.S. mail, fax, or email when you complete your application.

Would you like to be an Election Board Worker?

Elections could not happen without election workers.  This is a great opportunity to serve your community and to be involved in the election process.

Qualifications:

  • Must be a resident of Lincoln County
  • Must be a registered voter at current address; or a 16 or 17 year-old who is otherwise eligible to register to vote, except for not yet being of legal age.
  • Must be a U.S. Citizen
  • Must be able to work at least 14 consecutive hours on Election Day
  • Must attend the election worker training sessions

Election Worker Duties:

  • Set up polling site
  • Check in voters and obtain voter signatures in Poll Pads or poll books
  • Operate voting machines
  • Issue ballots to eligible voters
  • Provide voting instructions to voters

Election Boards
The election boards are responsible for the election process at each polling place. Election boards are comprised of a supervising judge and a minimum of two election workers. 

Supervising Judges
The supervising judge is the person in charge of the polling place and is responsible for the operation of the polling place. The supervising judge picks up election supplies at the election office, reviews the supervising judge procedure notebook, and makes sure the supplies are taken to the polling location.

Election Day Duties
On Election Day, the supervising judge assigns the duties to the election board. All election workers arrange the polling place to receive voters and post all signs. The supervising judge officially opens the polls and manages the processing of voters. On election night, the supervising judge officially closes the polls by closing the doors to the polls at 7 p.m. but allows all voters who are in line at 7 p.m. to have the opportunity to vote.

Election Workers
The election workers assist the supervising judge and share responsibility for the operation of the polling site. They greet voters and assist at registration book. Following the close of the polls at 7 p.m., all election workers assist the supervising judge in closing the polling site.
