Mission

The Lincoln County Department of Emergency Management is dedicated to supporting its communities by coordinating and integrating the essential activities required to develop, sustain, and enhance Lincoln County's ability to mitigate, prepare for, respond to, and recover from natural disasters, acts of terrorism, and other man-made emergencies. The mission is to minimize the loss of life and property while protecting Lincoln County’s institutions from all hazards through a comprehensive, risk-based emergency management program.

Lincoln County's Emergency Management Department is unwavering in its commitment to collaborating with the entire county, its residents, and all emergency service agencies to effectively plan for, respond to, and recover from disasters and emergencies. Building a resilient community requires the active participation of everyone who calls Lincoln County home, including engagement in exercises, workshops, training sessions, and educational seminars.

Our Emergency Operations Plan (LC-EOP) is the result of collective efforts from the public, stakeholders, and government. To ensure its effectiveness, the LC-EOP must be regularly practiced in coordination with various response agencies, including Fire Districts, Emergency Medical Services, the Sheriff’s Office, the Health Department, the Highway Department, School Districts, LC Hospital, electric and gas utilities, communication companies, local businesses, supply-chain stakeholders, neighboring counties, and the State of Kansas. The success of our community’s sustainability hinges on the interoperability of these entities, beginning at the local level.

Lincoln County Floodplain Management Office

The Lincoln County Floodplain Management Office is dedicated to ensuring the safety and resilience of the community by managing and regulating development within designated floodplain areas. The office oversees the permitting process for any construction or placement of structures within these areas to minimize flood risks and protect property.

Permitting Process Overview:

  1. Determine the Need for a Permit: Property owners should first verify if their property is within a designated floodplain. If so, a floodplain development permit is required for any construction or structure placement.
  2. Submit an Application: Complete a floodplain development permit application, providing details about the project, including the type and location of the structure.
  3. Include a Professional Survey: A survey by a professional must be included, showing the precise location and elevation of the proposed structure.
  4. Pay the Permit Fee: Submit the application along with a $150 permit fee to the Lincoln County Emergency Management Office.
  5. Review and Approval: The Floodplain Administrator reviews the application to confirm that it meets all floodplain management regulations, verifying that the proposed construction does not elevate flood risks or is susceptible to flood damage.
  6. Start Construction: Upon approval, construction can begin, following specific guidelines for elevation, materials, anchoring, and utilities to ensure flood resilience.
  7. Inspection: After construction, an inspection may be required to confirm compliance with permit conditions and floodplain regulations.
